18 WEEK WAIT

By the end of 2008, no NHS patient will have to wait longer than a maximum of 18 weeks
from the time they are referred for a hospital operation by their GP until the time they
have that operation. Department of Health (DH), 2005.

In response to the planned implementation of the total maximum 18-week wait target, the North West London Cardiac Network launched an internal project to map and analyse the existing end to end patient pathways across all organisations, with the aim of subsequently developing a Network-wide strategy, which will support organisations in meeting the target as required by the end of 2008.

In October 2005, a senior project manager was appointed and undertook a baseline assessment of current end to end patient pathways and waiting times across the Network. Following on from this initial work, a proposed programme of action has been developed to start to tackle specific waiting time issues identified ahead of the December 2008 deadline. The results of this work will be made available via this website shortly.
The baseline assessment was conducted based on the principles and definitions available at that time, as outlined in the DH consultation document published in October 2005.

The final definitions and guidance on the 18-week wait have now been published.

UPDATE

The Network has established a sector wide 18 week strategy group, which brings together management and clinical representation from across the sector, primary, secondary and tertiary care. The Group meetings run in the style of workshops, held monthly and cover topics of common interest to the membership. The first successful workshop held in May explored implementation of one stop clinics and was led by Dr Kevin Fox of Charing Cross Hospital ( presentation attached) During the coming months we shall be exploring themes of referral pathways and IT solutions.

Following the successful Network supported projects, within the organisations, we are now working with Trusts in a targeted way to enable them to implement specific outstanding actions, such as the implementation of one stop clinics.

The network continues to liaise with all of its member Trusts and is happy to have realised many gains achieved by this commitment and will continue to act as an 18 week specialist resource and as a conduit through which good practice will be shared. The Network is proud to announce that it has 2 nationally recognised innovator sites, The Charing Cross Rapid Access Cardiology Service and the Harrow PCT GPwSI service.

Transforming Cardiac Diagnostic Services to Deliver 18 Weeks - A Good Practice Guide was launched on 20th June 2007, at a national event attended by cardiac physiology diagnostic service providers from across the country. The document highlights the importance of all parts of the system working together. Twelve Innovator Sites have been identified to support the project's work, which include two from NW London - Imperial College Healthcare NHS Trust (Charing Cross) and Harrow PCT.
